Hi Mike,
We understand that the Town is moving expeditiously through the process of securing bonding for the proposed project and that it is important for the
professional team to proceed with the design process as soon as possible, with a goal of public bidding and beginning onsite construction activities in the
Spring of 2025.
With this in mind, we have attached the MSBA’s most recent standard Contract for Designer Contract with all attachments and Designer signatures. The
Basic Services fee, including Feasibility Study and Schematic Design, was previously provided for budget purposes as $10,646,500. As we reviewed the
project scope and number of hours to complete the project in more detail, we were able to reduce the Basic Services fee to $10,457,000. This equates to
a reduction of $189,500 in the Basic Services fee. This fee amount is consistent with (actually lower than) previously approved designer basic services
fees associated with MSBA middle schools since 2014.
We have also identified the currently known Phase II - Extra Services required to satisfy the MSBA module requirements through the completion of the
construction bidding documents and Construction Administration. We have identified these Extra Services as follows:
1. Phase II: Site Surveyor
2. Phase II: Geotechnical and Environmental Evaluation
3. Phase II: Hazardous Material Inspection Services
4. Phase II: Site Permitting and Approvals Planning Board, Zoning or Regulatory Variances, Submittals, and Approvals
5. Phase II: Historic Commission Filings, Hearings, or Approvals
6. Phase II: Environmental Permitting Conservation Commission
7. Phase II: Traffic Study
8. Above Ground Storage Tank (AST) Removal Oversight
9. NPDES Permitting
10. MAAB Variance Application
11. Soil Characterization
12. Hydrant Flow Testing
13. On-Site Geotechnical Engineer During Site Excavation/Compaction/Ground Improvements (Construction Phase)
14. FF&E Design & Installation Management
15. Sustainable Design / LEED Consulting Services
16. Solar Design Engineering and Consulting Services and Analysis (development of bid Alternate)
17. Hazardous Materials Surveys, Construction Monitoring, and Air Sampling
The exact scope of these Extra Services and associated fees are identified in the documents labeled “Attachment A: Extra Services Scope of Services”,
“Attachment C: Participation Schedule for Designer Contracts by the SDO Office“, and “Attachment F: Contract for Designer Services – Amendment No.
1”. The proposed fee for all Extra Services (Including Phase I extra services during the feasibility study and schematic design) is $1,012,573.90. The
Phase II Extra Services ONLY is $919,983.90, a fee reduction of $50,016.10 from the budget amount previously provided.
The TOTAL Basic Services AND Extra Services fee for Phase I and II is $11,469,573.90. A reduction of $239,516.10 in the TOTAL fee from the budgeted
amount.
The attached document also includes the standard MSBA Designer Services Contract Amendment for the Design Bid Build (DBB) delivery method.
